Land and receipts of the Harbour Dep't are referred to on $132 of the Report of the Local Committee. It has never been sent home.
The proposed charge of see uite Bestuurly 5138 97 ow Occaw Stamen her for each scents to quarter be aw w crease on the present Light Dues which is one cent per ton on each occasion of entering the Harbour in the case X is considered. We cannot sedang judge whether the charge River Steamers will be proportionately increased.
It has been proposed to Approve these proposals by telegraph but subject to the condition laid down in para 4 of Despatch on g.w.g. 16/5. Paper 7/5 is to consider any proposal.
We stated in the despatch of 17 March 97 on 5138-97 that if urgent necessity arose for increasing general revenue, the Secretary of State would be prepared for again raising shipping dues. I think with the news, the case for necessity may have arisen.

Referring to your despatch "Finances," the purpose is to increase stamp duty $40,000, arms licenses $20,000, duties on spirits Chinese $30,000; 1 percent added to assessment rate $45,000; appeal ordinance light dues, and collect all harbour dues, 5 cents to be collected from ocean steamers four times per annum and from river steamers twelve times per annum: this will give $95,000. Total $230,000. Executive Council agrees.
Do you approve? To telegraph.
In answer to your telegram, we will await definitely as to shipping. Otherwise proposals approved.
Yours sincerely,

If the increased dues were seen yesterday, it would bother the community, as shipping information is being awaited.
