Referring to your despatch "Finances," the purpose is to increase stamp duty $40,000, arms licenses $20,000, duties on spirits Chinese $30,000; 1 percent added to assessment rate $45,000; appeal ordinance light dues, and collect all harbour dues, 5 cents to be collected from ocean steamers four times per annum and from river steamers twelve times per annum: this will give $95,000. Total $230,000. Executive Council agrees.
